Can't trade in Personal Settlement

As of today (14 Feb) I can't trade inside the personal settlement. Previously I could, now the trade option is missing?

I don't think this was a feature change for the latest update?

    Same here. Has been like this since the latest update.

    Oh that sucks. I wouldn't have placed buildings to reduce specific trade cost if I'd known that change was coming.
