What are the birds that fly out of bushes?

Is there any purpose to them. I thought they were meant to be followers? What do you do with them?

Think of them as being similar to other Niantic games:
ingress: Hack acquired no items
PoGo: The pokemon fled
HPWU: The confoundable departed
