Went for a walk through gardens. Lots of tiles and resource POI but not many settlements. Same with town.

Suburbs seem to be better for points scoring.

Yeah, the settlements are missing from the bus exchange aswell which feels odd.

So it looks like it's 1 settlement per Lvl14 S2 cell. POI is 1 per lvl17

So town will have mostly resources.

There are a couple of places with 2 or 3 settlements close together though

Seems parks maintained some duplicate of settlements.

From my experience, CBds etc have the best ratio of resource centres to settlements, but the suburbs, zoo, rural areas, it is unplayable.

The resource centre, is something that should be removed from the game, as it only impedes on the game, and isn't in keeping with the essence of the Catan board game

At present you need resource centers to provide enough resources to keep things going. That could be fixed by increasing the harvest from the resource gardens, but the current setup seems reasonably balanced as long as you are near an urban area. I certainly often need to drive a bit of a way to get to 'local' resources (apart from my private ones).
