Monument card Bonus VP requirement unclear

The monument card shows in the Bonus VP section

"+50 VP Build Bonus

+50 VP Build Bonus"

But does not show the requirements to achieve the bonuses.

I believe that the requirements were Level 50 for the first bonus 50 VP and Level 100 for the second, from memory prior to the 1.27 update

I know it pays 50VP for lvl99, I haven't being paying attention on lvl50 though.
