New personal settlement limited to 3 tiles?

Is personal settlement limited to only 3 tiles?

And I can't put in buildings like treasury or library.


My golden settlement isn't affected.

    Yep that’s all by design! The devs said in the livestream the other day that it is part of the orientation for new players to the game. The golden settlement they felt was a little confusing vs normal settlements.

    Yes its by design, but still it suggest for me to play a lvl 2 card and shows all cards. Of course the lvl 2 (And lvl 3) cards are unplayable but shouldnt it be hidden then?

    Or maybe per level up of the settlement one would be able to add one tile?

    Nah it's confusing that they can't grow personal settlement
